Illinois CCBHC Transformation Project Beats Its First-Year Goals
37 clinics and more than 300 clinicians join a workforce accelerator in year one
WASHINGTON, D.C. (September 3, 2026): Illinois’ CCBHC Transformation Project exceeded its first-year goals, according to a first-year report from the National Council for Mental Wellbeing, the National Association of State Mental Health Program Directors, and the Illinois Department of Human Services.
In one year:
- 37 clinics enrolled in the Workforce Accelerator Program
- More than 300 behavioral health professionals began a path to licensure and credentials
- The state added two staff to carry the program forward
Illinois built the pieces that make community clinics last: integrated mental health and substance use care, incentives for clinicians to get licensed, and state systems to keep the model growing. Ballmer Group, whose CCBHC investment anchored Path Forward’s April roundtable in Denver, seeded the project. The state and the National Council are scaling it. Year two is about sustaining it.
Seed, scale, sustain. Any state can follow the same steps.
